PPN 006 (Procurement Policy Note 06/21) is a UK government policy introduced in September 2021. It requires suppliers bidding for government contracts worth £5 million or more annually to publish a Carbon Reduction Plan covering their Scope 1, 2, and 3 greenhouse gas emissions, along with reduction targets and planned initiatives.
PPN 006 applies to all central government contracts with an annual value of £5 million or more. This includes Crown Commercial Service frameworks (G-Cloud 14/15, DOS7), NHS Supply Chain, Ministry of Defence procurement, and many local authority contracts. In practice, many frameworks now require a CRP regardless of contract value.
If your Carbon Reduction Plan does not meet the PPN 06/21 requirements, your bid may be excluded at the selection stage. Procurement teams check for a published, compliant CRP as a mandatory pass/fail criterion. Your bid will not be evaluated on quality or price if the CRP check fails.
